Each CEC includes two voting members appointed by the relevant Borough President. Qualifications include residing in the CEC’s district, or owning or operating a business there. Appointees are not required to be parents.

CCSE, CCD75 and CCELL each have two Public Advocate appointees who must be residents of New York City and demonstrate experience relevant to the populations these councils represent. The Public Advocate also appoints one member of CCHS who must be a resident of New York City with extensive business or education experience. These appointees are not required to be parents.
